As we embark on life’s journey into the 21st century in the midst <strong>of</strong> global competition, we notice a remarkable<br />
transformation in people, places and how we live. Globalization, for all its benefits and drawbacks is here to stay.<br />
In <strong>Balanga</strong> <strong>City</strong>, Balangueños take this issue with a more positive attitude. To them, global competition <strong>of</strong>fers<br />
numerous opportunities that require no less than a strong will, smart innovation and wise decisions.<br />
Known as “The <strong>City</strong> Across the Bay”, <strong>Balanga</strong> is now considered as among the fastest growing urban centers in the<br />
country and enjoys the advantage <strong>of</strong> being at the heart <strong>of</strong> the region’s main growth corridors which criss-crosses the<br />
eco-industrial hubs <strong>of</strong> Manila, Subic and Clark.<br />
What eludes some <strong>of</strong> us, perhaps, is how the city has gone this far barely a decade since its establishment in year 2000.<br />
It’s been an amazing run, so to speak.<br />
Going over the list <strong>of</strong> what has been achieved in most recent years can give us a glimpse and far better understanding<br />
as to where we’re really headed to.<br />
We knew we started on the right footing because it’s not a coincidence or a mere stroke <strong>of</strong><br />
luck that we were able to build fine infrastructure; provide quality education thru the<br />
“Iskolar ng Balangueño Program”; empower the grassroots local governance thru<br />
the “Barangay Week” program; promote health care by distributing “Galing Health<br />
cards” to poor but deserving families; give much-needed boost to Eco-tourism; beef<br />
up <strong>City</strong> Marshals to maintain peace and order and enforce city ordinances on anti<br />
–pollution, no smoking and littering.<br />
Aside from this, we’ve gone very business friendly to our patrons and clients with<br />
our “One-Stop-Shop” , the best in the region and a recipient <strong>of</strong> multiple awards from<br />
the Philippine Chamber <strong>of</strong> Commerce and Industry.<br />
With some fiscal policies working well coupled with transparency in governance it’s<br />
no wonder we’re enjoying socio-economic and political stability – all blessings we’ve so<br />
worked hard for which we believe can realize our vision to be a world class University<br />
Town by year 2020.<br />
All these things we do and will continue doing by all means to serve the interest <strong>of</strong><br />
our beloved Balangueños.<br />
Now, as we aim higher to conquer new heights and explore the far fringes<br />
<strong>of</strong> the horizon, we might as well think <strong>of</strong> taking a big swing at it and have<br />
a smooth follow through. It’s absolutely the surest way <strong>of</strong> gaining more<br />
mileage as we sail along beyond the next decade – the time when we have<br />
already reached our goal bearing the title “World Class”.<br />

<strong>Balanga</strong>, the capital <strong>of</strong> Bataan, was formerly a visita <strong>of</strong> Abucay before it was established as a mission <strong>of</strong> the<br />
Dominican Order in the Provincial Chapter <strong>of</strong> April 21, 1714 and later declared a vicariate on April18, 1739,<br />
under the patronage <strong>of</strong> Saint Joseph. Upon the establishment <strong>of</strong> Bataan as a separate province in 1754,<br />
<strong>Balanga</strong> was made its capital by General Pedro Manuel Arandia due to its favorable location,at the heart <strong>of</strong><br />
the new territorial jurisdiction. The word <strong>Balanga</strong> originates from the Tagalog word bañga (clay pot), which<br />
the town used to produce and which was among the best that can be found in the country.<br />
Today. <strong>Balanga</strong> has just recently been transformed into a <strong>City</strong>. Prior to this development, the <strong>City</strong> has<br />
extended its urban fringe to west <strong>of</strong> Roman Superhighway and a new growth center in Barangay Tuyo has<br />
been delineated in the Comprehensive Land Use Plan. During the past years, the city saw a high record<br />
<strong>of</strong> residential growth. The consequent expansion <strong>of</strong> the physical limits <strong>of</strong> the urban core as well as the<br />
expected large increases in population, and its attractiveness to commercial and employment activities,<br />
the <strong>City</strong> <strong>Government</strong> <strong>of</strong> <strong>Balanga</strong> decided to undertake a Master Planning exercise and to propose various<br />
developmental projects that would establish <strong>Balanga</strong> as a well-planned community with quality and character<br />
that is innovative and special<br />

strategic location for investment which is supported by the nearby industrial areas like the<br />
newly created Freeport Area <strong>of</strong> Bataan, the Subic Bay Freeport Zone and the Clark Special<br />
Economic Zone has been very instrumental to its development as Bataan’s world class major<br />
center <strong>of</strong> trade , commerce and services. Being located near with these industrial areas gives<br />
<strong>Balanga</strong> <strong>City</strong> excellent access to the growing Bataeños market.<br />

<strong>Balanga</strong> <strong>City</strong> can be reached by 2 major roads-the National Road and the<br />
Roman Superhighway.<br />
The quickest way to reach <strong>Balanga</strong> is via a one hour ferry ride from Mall <strong>of</strong> Asia<br />
Port Terminal to Port <strong>of</strong> Limay followed by a 15 minute drive from the main<br />
port at Limay. The trip is comfortable and convenient. Bus, tricycle and jeepney<br />
services are available from the terminal for a moderate fee.<br />

In addition to the incentives provided by law, and by the Local <strong>Government</strong> code <strong>of</strong> 1991, the registered enterprise<br />
qualified under <strong>City</strong> Ordinance No.82 S.2001 (An ordinance enacting the <strong>Balanga</strong> <strong>City</strong> Investment Incentive Code <strong>of</strong><br />
